Mr. President, I apologise for this late message, but I am notifying you of a cancelation of our deal for the time being due to a cabinet meeting that has changed the Emperors mind. All Imperial Soverign territory shall remain so, and all citizens of the empire who were being sent to work in our new shipyards have been redirected back to the Empire. The money which was to be sent to you in exchange has been cancelled from delivery. We thank you for you time, good day.

"Very well, you are free to cancel and the Emperor is certainly free to change his mind. However, he should be aware that since he has not gone through with the deal, any attempts to reach the same deal must now be re-negotiated as the former deal no longer exists."

US AND JAPANESE DIPLOMATS ARRIVE IN PARIS TO TALK ABOUT EXTENDING THE ALLIANCE TO INCLUDE FRANCE
(US Diplomat) "Ah Bonjour monsieur." (French Diplomat) "Bonjour. What brings you gentlemen to Paris?" (Japanese Diplomat) "We are here to offer you an alliance with the United States, Japan and China." (French Diplomat) "Hm. I see, well, all our nations are thousands of miles apart, how would this alliance benefit France?" (US Diplomat) "For one, your overseas empire will be untouched by either Japan, China or the United States. We will work collectively to protect your Pacific territories. With all of Europe bracing for war, Japan, the US and China have agreed to remain neutral. However, having a plan to react and defend ourselves if Europe's war crosses the continents." (French Diplomat) "Understandable. And what would be the role of France in this alliance?" (Japanese Diplomat) "Our armies are powerful as you are aware of I'm sure, but still outnumbered should the Soviets and Nazi's reach a stable alliance and decide to expand their borders...A threat France should be worried about as well." (French Diplomat) "So why France? How does that affect us?" (US Diplomat) "We are confident that Japanese and Chinese troops along with US troops can hold our Pacific territory should any European war turn into a global war. What we are most concerned about is the Atlantic coast. The French army is a formidable force and the French ships are proven vessels. It would the role of the US and France to patrol and secure the North American and French coastlines from attack." (French Diplomat) "And what makes you turn to France? Why not England?" (US Diplomat) "Honestly we aren't sure what is the deal with England. The US and Japan have both stated neutrality in Europe, and the US was set to arrange trade deals with England, but at the last minute England withdrew their funds, and changed their minds. Now they have erected AA Batteries and Radar along the US Canadian border and the North Pole, almost like they are preparing for a strike against the US. This raises red flags for the US." (French Diplomat) "I could see why." (Japan Diplomat) "So do you accept our offer. Working collectively France could benefit greatly from this alliance." (US Diplomats) "And rest assured, Japan and the US will reach out to England and find out why they have put up such elaborate defenses just over the US border, as they have nothing to fear from us. If they are innocent as they will claim, they will allow a joint coalition to inspect the defenses and share their reasons for this defense. If they are indeed preparing for a strike at the US, then France will be critical in the defense of the US." (French Diplomats) "Very well. All reasonable suspicions to have. I accept your offer and France agrees to join Japan, United States and China." (Japanese Diplomat) "Very well. I will relay this news to the Emperor of Japan. He will be most pleased to hear this." (US Diplomat) "Likewise, President Roosevelt will be pleased as well."
-The negotiations with the French went smoothly and France agrees to enter into an alliance with China, Japan and the US. The French agree to work with the alliance in neutral terms to any European conflict in Europe. However, if the conflict goes global, it is understood that the US-Japanese-French-Chinese alliance will work to mutually defend and aid each other. Everyone departed from Paris back to their respective leaders with the good news of cooperation.

"That is correct milord" as The Prime Minister also reads the morning paper with breakfast still hot
"Just send them a token of congratulations and send the US a message regarding bringing in REAL Economic benefits into Cuba. Tell them how well Japan did it with Korea and Taiwan and it would be to the US's benefit to aid it's 51st state economically"

It frightens me that war looms so close to Spain and has such potential that by ourselves we may be pulled in to it, so soon after resolving our civil war....As you can see, there are places in the country side and some cities even that need rebuilding. And frankly Spain does not have the immediate resources to rebuild....Actually, I am glad you come to offer an alliance. Spain will need an ally should war consume us." "Indeed you will. Even France has our alliance recently." "Our alliance? Who else is in it?" "Currently it is: Japan, China, The United States and France. All of whom are mobilizing troops and mass producing weapons for war. All anticipating the worst. But hoping to remain neutral ourselves." "The weapons you produce are only for defense?" "Well then it would be wise for you to join us. Spain could benefit greatly from it." "What else other than weapons could Spain get from this alliance?" "For one, The United States and Spain could help you rebuild as we are both full of resources. Especially the United States." "Isn't Japan in the midst of a civil war?" "Not any more...Thanks to combined efforts of US Marines and Japanese Loyalists, the civil war opposition was crushed and the war ended in November." "And you are sure Spain can benefit from engaging in an alliance rather than remaining neutral?" "Certainly, especially since the alliance is going to remain neutral in Europe unless provoked or attacked by a European power. Frankly the more European nations that join our noble cause for peace will give us a foothold to defend ourselves should we be attacked. It would give us an attack point at most Europeans we think would be the ones to strike first making them think twice before actually doing so...Think of Spain and France as the knife at the throats of our opponents..Thats what we ant people to see this alliance as should they actually dare attack us."
