Japan - 1936
"Thank you for your attention" as the Emperor has made a national address to the National Diet concerning Japan's position in the world. He outlines about Strengthening National Unity by assimilating the Koreans and Manchurians into Japanese culture and the need to expel the "Barbaric Soviets" out of Sakhalin or "Kita-Ezo" as the Japanese called it.
After the national address is over. He met Hachiro Arita, one of his trusted ministers in his car and talks about the issue of Sakhalin.
"I heard Krukechev is making rounds throughout Russia"
"he is indeed my Emperor"
"The Soviet Economy is growing and this might be the only time we could get the Soviets to agree that ceding Sakhalin to Japan is in their best interests"
"Yes milord. But i am not sure whether or not the Soviets are willing to talk to us regarding the Islands"
"We shall see then. Inform the ambassador in Moscow that we are ready to initiate talks with the Soviet Union regarding the Sakhalin Island dispute"
"But Milord. Are you sure you want to contact.."
"Yes Hachiro i'm willing to talk with the Soviets. Their military might be nothing in Siberia but they are still a force to be reckoned with. And besides, after the conquest of Manchuria the soldiers are a bit tired with conquering Chinese citizens. Not that i'm willing to commit my troops to invade Siberia in case conflict broke out anyway"
"Yes milord. It will be done"
Later that night the Foreign minister would send a telegraph message to the Japanese ambassador in Moscow and the ambassador reclines his chair and sighs
"Hopefully this will go well"
the next day the ambassador would meet the premier and hopefully dialogue might be established regarding Japan's and Russia's position regarding the islands

Starodubtsev Luka Artemovich: "Then get it done. Those islands are a vital strategic point for the Japanese, we cannot capitulate to a rising power this early in history. Mr. Secretary, your reign will be plagued if you accept this offer of plain white flag."
Yuri Krukechev: "I've heard enough. Ivanovich, double our military presence and order the 6th fleet to surround the islands."
Leshchyov Matvey Ivanovich: "Yes sir."
Yuri Krukechev: "Artemovich, I want you to tell the Japanese that land negotiations of any form will not take place until we're economically stable. Also inform the Germans of a desire to form a embassy.

Japan - Late January 1936
"The Soviets has informed us that they do not want to negotiate for land until their economy is stable milord" as the foreign minister informs the Emperor regarding the Islands
"They have also put in their far eastern military district into high alert to the shock of us all. None of us would think that the Soviets would want to increase tensions between them and us in terms of the islands"
the emperor was shocked at the word of it. Not only did the Soviets wanted to protect Sakhalin but they wanted to protect those islands badly. Perhaps memories of the Russo Japanese war still lingers in the Soviet era.
"Inform the Premier of the Soviet Union that the Japanese do NOT want a conflict regarding the islands and that we would want to negotiate if we can. Also inform them that the world would frown on both of us if we decide to go to conflict"
"Yes My Emperor" as Hachiro Arita informs the Japanese Ambassador in Moscow to inform the Emperor's message.
"Also bring me the prime minister. I have some work that he needs to do"

Yuri Krukechev: "Any word on the Germans?"

Yuri Krukechev: "Fine. Is there anything else?"
Starodubtsev Luka Artemovich: "Yes sir, the Japanese are offering to negotiate for the islands."
Yuri Krukechev: "Is that so? What could we gain from a trade of land with the Japanese?"
Starodubtsev Luka Artemovich: "We offer the islands, but we also demand military presence on the islands as well as 4 air force bases on the island to maintain a force within the region."
Yuri Krukechev: "I like the sound of that. Minister Ivanovich?"
Leshchyov Matvey Ivanovich: "I would also like to add in the demand for porting and docking of our ships. Permission to refuel at a 95 percent cut on price on the Japanese treasury."
Yuri Krukechev: "Sounds fine."
Vaniamin Belomestny: "Sir, if I may-"
Yuri Krukechev: "Shut up Belomestny! What are you still doing here even? Your position was created by accident, just like your inception! Stay silent, your presence here is just a formality. Artemovich, inform the Japanese of the islands with full military access, 4 government owned airbases and permission to refuel ships at 95 percent cost to the Japanese government."

Japan - Early February 1936
Imperial Palace
As the Emperor and Prime Minister was talking in regards to integrating the Manchus and Koreans into Japanese culture. Foreign Minister Hachiro Arita calmly walks in and bows to the emperor before taking a seat.
"The Junta just got word of your errands with the Soviets. They are not happy that we are negotiating with the soviets and that they wanted a 'glorious war of liberation' in order to instill a 'nationalist spirit' amongst the Japanese people"
both the Prime Minister and Emperor nearly choked their tea in regards to the response from the Junta. A cold silence for a couple of seconds ensued
"And i thought the Junta was crazy enough already" as the PM breaks the silence
"Hmmmm. This is not a good area we are entering. These ultranationalists does have power. A power we cannot ignore" as the emperor talks again
"But what should we do? the Soviets are willing to cede the islands for practically a small military base and these Juntas are coming here and mucking in State business" as the Prime Minister talks about the Junta with a definite concern in his tone.
"Hachiro. Tell the Soviets that we are willing to give the Islands for a single massive Multinational military base to instigate national cooperation and joint training and that the Soviet Navy would be allowed to dock and refuel in our ports for 90% cost. We cannot ignore the Soviets but we also cannot ignore a Junta"
"Yes milord. I will also insert subtle hints to the Soviets in regards to our Junta problem so they would be more understanding" as the Foreign Minister humbly leaves. Carving a message with a subtle hint regarding a massive problem plaguing Japan.
Now that both the PM and Emperor was alone. They proceed to talk about state business
"I heard you are planning to sack the Minister of the Navy" as the Emperor drinks his tea
"Yes i am. By the start of summer break i will immediately inform the diet that the Minister of the Navy will be replaced with Isoroku Yamamoto. By fall the Deputy Chiefs would be replaced by senior officers who has better allegiances to you"
"Good. After the sacking immediately rush into the Imperial Palace. The Junta would be out for your blood and then i would be able to initiate the crack down since they are directly attacking the Home of the Emperor"
"Good Plan. Now i'm off to my house. Sayonara Milord" as the Prime Minister packs his bags and leaves.

Yuri Krukechev: "What? They're playing us. That's a god awful deal. Reject it immediately."
Starodubtsev Luka Artemovich: "Sir, there may be motive to accept the deal."
Yuri Krukechev: "Why?"
Starodubtsev Luka Artemovich: "A large portion of their decision seems to be influenced by a military junta. If we want the current government to be stable in Japan and friendly towards the USSR, I say we accept. If the Junta takes over, they may not be so friendly towards the USSR."
Yuri Krukechev: "I see. I want to get the Minister of Economics here for a couple of questions, but I want you to offer them a completely new deal. 130 million US Dollars per month rent for the entire island, that's it. They must exchange their currency into US Dollar for us to accept. The Soviet Union can revoke parameters at any time, and also throw in military patrol allowance. Bring them that offer."

Emperor's office
"It looks like the Soviets are indeed savvy negotiators despite all their talk about equality within workers" as the emperor reviews the counterproposal the Soviets proposed
"Just for your information milord. The Japanese government budget can handle 180 Million US dollars per month no problem. So feel free to sign this treaty. We can also pay for the military patrol allowance" as the foreign minister informs the emperor
"good then Hachiro. Inform the Prime Minister that we will accept the offer and send the Japanese ambassador to the Kremlin to sign formal papers"

The Emperor is handling the situation with the Soviets admirably to the grudging approval of the Junta and both sides knew that after Sakhalin. The political conflict between the Emperor and it's ministers against the Junta has begun. Despite the rapidly polarizing viewpoints in the political scene. The Diplomatic scene is handling itself rather nicely.
Prime Minister's office, Tokyo
"Hachiro. What do we have on the table in terms of our relationship with China?" as the Prime Minister has finished the talks between the Private companies and the Director of the central bank. He has returned to his office and is now talking with the foreign minister in regards to the Situation with the Republic of China and the Chinese civil war
"Relations is not well Prime Minister. Chiang Kai Shek is less than happy about the takeover of Manchuria and is willing to let it slide only because of the civil war between the Communists and the Republic. The Junta has officially announced that Japan should start a takeover of China and bring in 'the glorious peace of Japanese occupation' in order to 'promote peace and cooperation between our asian brothers'" as the the Foreign Minister finished his outline about the situation with China.
"How about America?"
"There is nothing of note as of yet Mr Prime Minister. But we can bring in the goodwill of the Americans if we enter in negotiations with them. There is a possibility of gaining a new ally in the Pacific since both Britain and France has rejected an idea of cooperation between them and Japan"
"Very good foreign minister. Send a message to Chiang Kai Shek that the Japanese are willing to help the republic of China combat the Communists ONLY if China recognizes Japan's sovereignty over Manchuria and call in the Japanese Ambassador in Washington. Tell him Japan is interested in Investing in America in order to improve economic and political ties between both countries"
"and said economic sectors would be?" as the foreign minister inquires
"Car Manufacturing, Oil refining, and Steel production. Tell the ambassador that Mitsubishi heavy industries is also heavily interested in opening/ reopening up steel mills across the midwest and the west coast because they see a potential market in America"

"Well it seems great minds think alike. As fate would have it, the United States President wishes to enter negotiations with Japan and I find out that Japan was preparing to negotiate with the United States. President Roosevelt would like very much to enter into trade agreements with Japan, and sign off on a formal alliance in the Pacific. The US is prepared to trade, rubber, tin, and oil to Japan to fuel its growing military and navy. However, in return for these supplies it is important that Japan return control of Manchuria to Chang Kai Shek. If Japan does this, the United States will be willing to sell Japan its raw resources for a cheap price. It is important that US investments in China not be disturbed."

Washington D.C - February 1936"Thank you for your insightful comment. And Japan is indeed entering a period of very intensive negotiations with China in order for both sides to benefit from either a concession from Japan or a concession from China. Unfortunately the ceding of Manchuria is out of the question since we have no interest in giving these areas to China at the moment. However we will NOT disturb China in any internal affairs ever again. Both sides has agreed on that and we are now currently negotiating with the Republic of China in regards for Japanese assistance in combating the communist rebellion led by Mao Zedong." as the ambassador replies.
"And thank you for your offer of trade. We are highly interested in the trade for oil but i need to discuss it with the Prime Minister later. Unfortunately it is not trade that we want currently but investment. This is a proposal sent by the CEO of Mitsubishi heavy industries itself" as the Japanese ambassador gives a 30 page paper to the Diplomat
"it outlines the reopening of steel mills in Texas, Nebraska, California, Oregon and Washington State. Hopefully we can bring in beneficial investment for both sides and increase our economic and political ties with America" as the Ambassador outlines the plan.
"I also need to remind you that Mazda and Toyota are also interested in building new textile and car factories throughout the United States but i haven't got word from them yet"

"I see. I appreciate your honesty and we believe that you will do no harm to Chinese investments as that will greatly affect trade between our nations. Very well keep Manchuria for now, and as I said, if you do anything to harm OUR investments in China, there will be hell to pay...."

The last thing the United States needs is to become a target because you Orientals moved your steel manufacturers to our soil. So not only will you be taking jobs away from Americans, but you will be putting a neutral nation on the map as a bulls-eye. We will not allow Japan to build its mills in the US."

"We understand your concerns regarding racism. I will advise Japanese companies to stop investment in the United States. Mind you i did say advise. There is no law in Japan that forbade private enterprises from investing in any country" as the Ambassador responds to American concerns regarding racism
"we also heard that you are also interested in a pan pacific alliance no? i have already talked with the Prime Minister and the Emperor and he accepts the offer as long as the conditions are not detrimental for Japan or the United States. So what are your terms?"

CONTINUATION OF NEGOTIATIONS (early March 1936) "President Roosevelt has had some major issues brought before his desk this past week. It seems that the situation in Europe is worsening. And the communist threat is something that both the United States and Japan is worried about. As much as President Roosevelt is against what is about to be proposed, it is second best compared to the alternative which unfortunately would be a war fought on the grounds of racism and suspicion." "So are you changing your position? What do you propose?" "The United States is willing to work to see past racism between our people (Japanese and Americans) after all we are a civilized people. Who knows, maybe mutual cooperation will allow us to overcome racist views of each other. Our position will not change much...However, if you are still open to the idea of mutual agreement, Japan will be allowed 2 manufacturing companies in the United States, however, the two locations Japan will operate must submit to US inspections every 6 months to ensure everything checks out okay....Also, to deal with the rising communist threat and rising tensions across Europe it seems logical that our two nations take steps to ensure our mutual safety. To accomplish this Japan and the United States should enter an alliance and send troops to China and we will fight the Communists. If Japan insists you may keep Manchuria, but must promise that no more land be "taken" away from Chinese sovereignty. It is a major concern that much of the world is preparing for war in Europe and if Russia becomes involved we may face a global conflict. Continuation of Negotiations, tomorrow
"i have discussed with my superiors and this is their stance"
"I have contacted both Daihatsu and Mitsubishi. They seem uncertain at first but are willing to cooperate with the United States in reopening 2 car factories in Detroit. We are all in an agreement when it comes to an alliance. And hopefully by tomorrow we can sign the necessary papers in order for an alliance between The United States and Japan. Japan is willing to not annex anymore land and both Japan and China has agreed to stop any more Japanese territorial expansion in China" as the ambassador responds to the Diplomat's offer.
"We also do take a stand against any and all threats posed by Communism. It is an ideology that is taken from the Rotten carcasses of the Russian Empire, Frankensteined and becomes a threat to the world as we know it, in terms of combating Communism we do share a common ground. But in terms of European neutrality however, although both the Emperor and The Prime Minister is uneasy about your proposal. In the end i managed to pursuade them and they are now taking a neutral stance in terms of European affairs" as the Ambassador responds to the American President's offer.
"and in terms of Communist rebellions. I do find it highly peculiar because the Japanese has already agreed with the Chinese and we are already sending troops to China to fight the Communists. Chiang Kai Shek appears to be unsure at first but after some pursuasion we managed to convince him that this is the right course for China to take. we have finished what remains of the battered Chinese army after the Long March and we are now training Chinese troops along with a secret crackdown operation with the Chinese Warlords. So in terms of China. You can count them as your ally" as the Ambassador talks about the Chinese situation.
"Despite all of that however. We still need 2 final things to discuss:Oil and Machine guns" as the Ambassador opens up a new area of negotations
"We have talked with our superiors. And Japan is indeed highly interested in buying US oil. However we need to make sure that the Oil Purchases are conducted within a reasonable price range so that we do not file for Bankruptcy anytime soon. So state your price range and i will contact my superiors later on"
"We are also interested in opening up a cooperation between The Japanese government and the Browning Arms Company. The Deputy Generals of the Imperial Japanese Army sees that the Current heavy machine gun is insufficient and plans to buy an increasing amount of M2 Browning Machine Guns. We also are interested in opening up a Browning Machine Gun Factory in Mainland Japan so that production would be streamlined. However we need permission from both the US Government and Browning. Browning has agreed to build the factory but the US Government stance in this factory is a complete mystery. Are you willing to let browning expand it's corporation outside US Borders?" as the Ambassador asks the US Diplomat.

"To clarify why we want neutrality in Europe is because the Europeans are all in an entangled alliance. Also they persist oppressing and imprisoning the Jews. While the US has stated its neutrality we have opened our boarders to refugees fleeing Europe, namely Germany....As for fighting in China, I was unaware that any official action was already underway. What do the Soviets have to say about the intervention in China? Are they supporting the communists or are they solely concerned with Germany at this point?....As for our price range for US Oil, we set the price at $105.00 for every 90 drums of oil. (**I do not know what oil prices really were in the 1930's**). And you do have US permission to open up a weapons manufacturer to begin streamlining the M2 Browning Machine Gun...In the meantime, the United States is planning on sending 6,000 combat troops to China in support of your forces and Chinese forces. IN addition to 1,000 M4 Sherman Tanks."
