OOC: Joe. It's called the M2 Browning Machine Gun. You might wanna change that
Also the Sherman won't be completed till 1939. en.wikipedia.org/wiki/M4_ShermanSo you might wanna change it with interwar models like M2 Medium/ Light tanks. Continuation of Negotiations, April 1936"Oh wonderful then. The deployment of US troops is completely unnecessary but we welcome it anyway. I will need to ask my superiors on what tasks they need to do on. Probably training Chinese troops and officers probably"
"As for the Soviet Union. They are shipping arms into Communist rebels throughout western China. These bands are highly disorganized, fractured and after Mao's death. Demoralized. Small reconnaissance in force pushes from the 1st armored division has mostly wiped them out so Communism is practically out of China. I cannot say that for Eastern Europe though" as the ambassador talks about the situation of Communism in China
"As for the oil. Would you mind dropping the price to 98 Dollars/ 85 drums of oil? the Emperor would like the US to be more lenient in terms of it's price in oil"

April 1936 CONTINUEATION OF NEGOTIATIONS
"Very well, your price for oil is acceptable...$98.00/ 85 drums of oil. Just beware and use caution when engaging the communists. I don't want US soldiers to get shot by Japanese troops by accident. Please use as much precision as possible."
"Do not worry ambassador. No Japanese soldier would fire on an American now that we have agreed on these terms."

July - New rounds of negotiations
After the talks with the US Diplomat finishes. A new round of improved relations between The United States and Japan has begun. US Tankers are now shipping Oil to Japan at an acceptable price fueling the war economy of Japan after The Treasonous acts of The Military Junta. After the PM's announcement of a new Minister of The Army and The Navy Japan has been split right down the Middle. East of Osaka is territories firmly controlled by The Japanese Government. While the areas around strentching from osaka all the way to Kyushu island has been controlled by The Military Junta (with the slight exception of Shikoku island which has pledged allegiance to the Emperor). Osaka is now a raging battle ground which has turned into a Stalingrad style city battle with Loyalist and Junta troops all moving about and engaging. While the hills around The city has been the sight of incredibly intense mountain warfare too. The Japanese economy has indeed taken a hit with the lost of practically half of Honshu Island and Kyushu island but The recent probing attacks on Junta lines around Osaka has been proven successful and the Japanese Loyalists are now slowly but surely taking back Osaka.
The Prime Minister has seen that although the war is going pretty well (Despite the destruction of Osaka and Shikoku island) he needs to speed up the process and calls The Japanese ambassador in Washington D.C for a new round of talks with The United States concerning US asistance on The Japanese Civil war.
"i hope they reply" as The Ambassador now sends the Prime Minister's message to The White House

JULY 1936 NEW ROUND OF NEGOTIATIONS "Sir, it seems the Japanese are undergoing a Civil War between the Army and Navy Rivalries and a third party loyal to the Emperor. They request assistance to help bring the war to a speedy end." "Damn, ask the Emperor which party other than his is the rightful and justified party to lead Japan." "You have a plan of action sir?" "Indeed. However, once we receive word from the Emperor regarding who we should support I will hold off on sending troops into the middle of a fight." ax3hunter: let me know which side is the side you are supporting and that is the side I will support.

We would like to offer you help with your Junta problem. We understand that we have had a slight crumbiling of relations as of late, so we prepose that you allow us to help. Members of the Emperos Guard Expeditionary Force are aboard with grund vehicles, fighter and dive bombers on the two carriers, and sme Bombers in the storage of the ship hulls. We have a force of the following;
2 Carriers 4 Escort Carriers 6 Battleships 12 Battlecruisers 11 Frigates 9 Heavy Cruisers 13 Light Cruisers 19 Destroyers 25 Troop ships 7 Submarines
11,500 Royal Marines 3,500 Emperor Guardsmen 750 Tanks 500 pieces of artillery 1,500 Armoured Troop Carriers 250 AA guns 15 Mobile RADAR units
We will fight alongside your loyal forces, and fight were you ask us to. We are approaching your territorial waters, and if you accept, will relieve your forces in Osaka. If you tell our forces were to go and land, our navy will dock there, bombard the enemy, and land our forces were we will fight and destroy the rebels. The force comming now could be only the begining if you like. We will fly in more forces to help you retake strong points with medium tanks and more heavy artillery if you would like us to. It will free up your forces to fight in other places. Please do accept because the Empire would like to make our two nations friends again. We will fight together like we did in WWI.
Respectfully;
Emperor George I

To Emperor George I
The Emperor thanks the British Monarch for pleading his assistance in The Japanese Civil war. However the Japanese government feels that it is not in their best interests to allow British troops in Japanese soil just yet. So we formally request you to bring in humanitarian support to Shikoku island. However if any Junta ship/ airplane do open fire. We grant you permission to fire back in defense.
Sincerely
Japanese Government and The Emperor
To US Diplomat
"We would like to tell you that in this second Japanese civil war. The Ambassador that you are speaking with right now allied themselves with Loyalist forces. In recent years the Imperial Japanese Military has begun to increase it's political reach until it is too uncomfortable for The Emperor to tolerate. After a relatively short political battle in late April The Prime Minister announced The replacement of both The Deputy Generals of The IJA and The Minister of the navy. This infuriated The Junta and soon after formed a breakaway state occupying half of Honshu island right now. Both of us knew that Loyalist forces will win so they are trying to take in as much damage as they can so that Japan's postwar economy would be horribly destroyed.
We know request Assistance from The United States in ending this war a bit sooner. The Battle of Osaka is now raging and won't end anytime soon and the hills surrounding the city is the sight of some of the most intense mountain combat in Japanese history. The Japanese is now gearing up for a total war economy and i assure you that once it does. The Junta will be destroyed eventually. We know formally request US military assistance to the war so that the Economic damage of Kyushu and Southern Honshu island won't be too great so that it will cripple the Japanese economy for years." As The US Diplomat reads the Japanese government's formal request

REPLY TO JAPAN CIVIL WAR CRISIS JULY 1936 "Then consider American Aid on its way. President Roosevelt has sent troops to Japan but they were ordered halted 200 miles off Japanese shores. Now that we know who we are supporting, you shall see American troops on Japanese shores in 28 hours. (You have approximately 3000 Marines at your immediate disposal. Another 15,000 are on their way to Japan.) They are at the Emperors disposal. Please use our men wisely. They have orders to obey the Emperor and his loyal supporters who govern for him to their fullest capability....Have you been receiving US supplies and weapons we have been delivering? The last few weeks we have been dropping medical supplies and weapons for you to use. We hope they haven't fallen into the hands of your opponents." ax3hunter: Feel free to use my troops at your discretion. You have 3,000 US Marines and 1,000 M2 Light Tanks. Also feel free to mention those air dropped supplies I have been sending you. You have medical and weapons being flown in to Japan.

Secretary of war Nobuyuki Abe's response to US Diplomat (Heavily Encrypted)Thank you for your support. We know request you to move your troops into Shikoku island in order to form a logistics and organization base. Once that is done move into the small but important city of Kure. Japanese high command is planning a pincer movement to cut the enemy in two by moving in The Korean and Kwantung Army to move in via amphibious landing north of Hiroshima and once they have reached the outskirts of the City, Japanese and American troops in Kure would be ordered to move.
In terms of the airlift. Unfortunately we have realized that some of the supplies are getting into the hands of the enemy, please redirect your airlift into the Old Japanese capital of Kyoto instead of Osaka since it is safer for us to receive and organize the supplies from the a city so close to a main front but firmly in our hands.
joediplomat I'm planning to allow you to post US Marines landing into Kure and combating Junta troops once our Korean and Kwantung army arrives in the outskirts of Hiroshima. I'm just not feeling so hot in terms of ordering US troops and i also wanted another player to pitch in The Second Japanese civil war thread.

OCTOBER 1936 UNITED STATES AMBASSADOR TO THE EMPEROR OF JAPAN "We may have a problem your excellency. As it seems the United States request for Germany to cease its persecution of ethnic minorities has gone unheeded. Also, England has been interested in trade deals for resources and weapons. Congress has given them the benefit of the doubt and granted them permission to buy ship yards in the US to construct their naval ships...Also, The soviets and Germany have been in alliance, working out deals that include the slaughter of thousands of innocent people mostly of ethnic minorities." "So? What does this have to do with Japan or our alliance?" "Well at the moment nothing sir. But the United States President has a suspicious feeling that Europe is becoming unstable as the Soviets and the Fascists haggle over ethnic deaths for alliance issues. Honestly, I do not trust either Germany or the Soviets on their word to honor such agreements. And England I think is prepared to do nothing but appease either side in the event of war. I think that we need to begin formulating battle plans in the case of World War. Wouldn't you agree your excellency?" "Indeed I do, and Japan is 100% with you on this notion." "Then what do you propose? I realize that the civil war is not yet over, but it is possible that a war of greater magnitude could bring unity to a country divided." ( ax3hunter: what do you think? I await to hear what you think of this situation. FYI, the US has the right to halt British production of weapons and ships as long as they use US shipyards, in the event of an outbreak of war. and I told this to England. But from my perspective it gives people just reaching the end of the depression jobs and income so I took the offer. Again maybe some guidance from Japan would be beneficial.)

October 1936US Ambassador to Japan"At this moment the Junta is better off dead than alive. They have been nothing but a thorn in the country's national prestige and unity" as the Japanese Emperor dismisses any notion to bring the Junta back into the government
"We do also realize that Germany and The Soviet Union has been destroying ethnic minorities. We do not approve of this action but we do not have the manpower to take both of them on any time soon. That's we both of us entered this alliance. And i assure you that The Chinese and Japanese has been in serious talks considering a triple alliance between the US, China and Japan" as The Japanese Emperor talks further about a possible extended Pan Pacific Alliance between China, Japan and The United States.
"I see that this is all well and good but how should this alliance defend itself against a possible joint British-German-Soviet incursion?" asks the Ambassador of the United States
"Then bring in The Netherlands and France into the fight and activate that war plan red you guys have been going about"
"War plan Red?" as the US Ambassador asks confusingly
"This Plan: en.wikipedia.org/wiki/War_Plan_Red"
"You devised this plan in case of a massive war did break between The United States and The British Empire. I suggest you dust off those old books of yours and start adapting this strategy for this era of warfare. The part about Canada is pure genius from my opinion" as the Emperor suggests that the US reactivate the war plan red doctrine for world war 2

OCTOBER 1936 ( ax3hunter: I have to look further into this. This is something I didn't know about even as a history buff. This has my undivided attention and tomorrow I will research it.) "Very clever, a "Triple Entente" if you will. If you can convince China to come into our alliance that will give us overwhelming manpower and the Chinese can act as our "minutemen" of the Pacific, a million men at the ready and where you need them at a moments notice....Now what you are suggesting is that all of Europe will be against us. That is assuming they can hold together politically under such conflicting points of interest. The Netherlands, and France do not have the best armies in the world. They did once, but honestly they have lost their muscle after the first world war. The real threat would be Russia and Germany, however, Germany is so far away that it is unlikely they will develop hostilities towards the Pacific region. Besides the US is prepared for a quick strike at the Soviets by sailing over and through the North Pole. By such a route we will have the element of surprise and be able to land thousands of men in Soviet territory without resistance....As for England, I am prepared to dislodge them from Germany and Soviet politics. For one, their weapons and ship manufacturers in the US, I can know the price down or raise it depending on our terms of agreement. Also, I may be able to get them to save ethnic minorities....And if all else fails, we could scare them that if they go hostile, that Japan and the US are looking to gain territory in Southeast Asia by targeting British possessions. If they don't change their attitude towards us, they will very quickly find themselves with a significantly smaller empire." "I see what you are saying." "But, I think its agreed on that currently, our greatest threat is the Junta. If we can't end the civil war then we certainly won't stand a chance in a real global conflict." "Agreed." "I tell you what Tojo, The US is going to step up its war time production. Being weary of England and Europe, we want to have the advantage. We will press a lot of that power against the Junta and end the war in the Emperor's Favor. And to allow you fully operational weapons manufacturers, I will lower the cost of maintaining and constructing the facilities in the States and allow Japan to open another 4 Facilities along the west coast. And I will personally make sure that all racial tension between our nations diminish..."

Continuation of TalksLate October 1936"Very insightful comments Mr....ummmm John isn't it?" joediplomat can you please name your ambassador?
"The triple entente talks is proceeding smoothly and the latest incursion of Japanese troops into Gansu and Qinghai provinces has convinced Chiang that the actions Japan conducted in Manchuria was that of the Junta and not the rightful Japanese government. So practically China is in for the new triple entente in everything but official papers"
"how ironic that 3 countries so different from each other. Especially yours would join in this alliance isn't it?"
"As for France and The Netherlands....now i have to disagree with you there. France is anything but a weak power since they still have pretty good army, naval and air organization and are rumored to be equipped with some of the heaviest tanks Europe has ever seen. While the Dutch has a strategic colonial position in Indonesia which will function as a base between Japanese and US Troops in southeast asia. Giving us leverage to negotiate with Britain if Britain did decide to go in favor with the Germans and Soviets. So like it or not. We need to ally ourselves with these two powers (Who are no slouch themselves) if we are going to do anything meaningful in the future" as the Japanese Emperor responds to the US ambassador's thoughts on both France and The Netherlands.
Just then he received a telegram from one of his servants..looking surprised he quickly thanks the US Ambassador for his audience and when he asked why the Emperor is leaving he simply says "Junta in Osaka just surrendered" and immediately rushes into his study turned command center to check into the situation with Nobuyuki Abe.

Continuation of Talks "Johnson. My name is Mr. Johnson....It is ironic that three such very different nations should ally themselves. And you have convinced me that the French and the Netherlands aren't so weak. Shall I request the US send a diplomat to France and the Netherlands to begin these talks with them, or would you want to have a Japanese Ambassador accompany me so as to offer your side of the story?" "I will send a representative with yours to France and the Netherlands to show how we already have an established alliance." "Very good, your excellency. And good work with China. The United States was wrong in our earlier views of Asia. As it turns out the east is quite astute to the western world of politics...." "Telegram your excellency." "This is great news! I am sorry Mr. Johnson I have to leave you now. Thank you for coming today, now I have to go into my study. I have urgent news to deal with." "Good day your excellency."

Negotiations for US Military Basses in Japan
Early December 1936
"Your Excellency. It has been offered to the United States, the possibility of the US establishing an operating military base in Japan...Specifically in Honshu and in Kyushu. The wooded/forested area of Honshu would be an ideal secluded spot for the US to have a base as it is "out of the way", but it would be isolated even from supply lines. The only way to the area would be over land or by air, and I doubt you or your people would like seeing US Military planes or trucks constantly buzzing around...even if it is just supply runs."
"I see...And what of Kyushu? Do you have any place in mind there?"
"In fact we do...Yatsushiro...Just to the south of Kumamoto, it is isolated and naturally harbored. The harbor too is a long bay area blocked by a few small islands creating naturally narrow channels where enemies will not be able to pass through. We can secure the area and establish a US Base there. Being on the water, it is an ideal place for ships to bring supplies, deploy troops in Asia (if need be) and have quick yet secure access to the Pacific."
"Very well. If you want Yatsushiro as a base, you may establish one there. But please do not turn my city into an armed compound!" "We shan't your excellency. But it may be a wise precaution to begin building Anti-Aircraft guns on the outskirts of major cities and ports, even Tokyo would benefit from extra protection. Similar projects are already underway in the US. And Honshu is secluded, believe me your excellency you will have no problems with US Forces."
"I hope not. And as for Honshu, you may have the base there as well, however, when you need supplies f=delivered, they will be brought to you either in Japanese trucks or aircraft. As you said, I and the people will not care for US Military presence constantly flying over my head."
"Very good your excellency. I will tell the US commanders here what to expect. Thank you..."

The Emperor thinks for quite a while and responds "no......thank you"
"you have assisted us in a time of dire need. And for that i will say thank you"
"As for the presence of Secret US Bases. I see that there is no need for all the secrecy here. You can even build a naval base in Hiroshima or Hofu and the people will welcome it because The Japanese populace are thankful for the Americans Assistance in our civil war" as the Emperor respectfully bows to the American Diplomat
"Plus. It would be a bonus deterrence to The Soviets if they are thinking about retaking Sakhalin anyway" as he dismisses the US Diplomat with a final note.
